Cigar lighter (power outlet) fuse in the Toyota Tercel is the fuse #21 “CIG&RADIO” in the Instrument panel fuse box.

Fuse Box Location
It is located behind the cover to the left and below the steering wheel. There is also one fuse in the right side mount, and the panel under the steering wheel must be removed to access it.
