Cigar lighter (power outlet) fuses in the Mercury Montego are the fuse F9 (Cigar lighter) in the Instrument panel fuse box, and fuse #17 (2005) or #16 (2006-2007) (Power point – Console) in the Engine Compartment Fuse Box.
